ITU Classifies Nigeria as Tier 3 in Cybersecurity Rankings

29 Jan 2025

Abuja, Nigeria – The International Telecommunication Union (ITU) has classified Nigeria in Tier 3 on its Global Cybersecurity Index (GCI), indicating a moderate level of commitment to cybersecurity measures and strategies in the country. The ranking is part of the ITU’s ongoing efforts to encourage nations to enhance their cybersecurity preparedness and capabilities.

The GCI assesses countries based on their legal, technical, organizational, capacity-building, and cooperation measures in cybersecurity. With Nigeria's current Tier 3 ranking, it highlights areas where improvements are necessary to strengthen the country's cybersecurity framework and protect its digital infrastructure.

The report emphasizes that while Nigeria has made notable progress in recent years, particularly in implementing basic cybersecurity policies and collaborations, there is still a significant need for investment in advanced cybersecurity measures and capacity building. This includes the establishment of more comprehensive legal frameworks, enhanced public-private partnerships, and educational initiatives aimed at improving digital literacy and awareness among citizens.

Cybersecurity experts have pointed out that the Tier 3 ranking reflects both the challenges and opportunities within Nigeria's cybersecurity landscape. With increasing threats from cybercriminals, particularly in the form of ransomware and phishing attacks, the need for robust cybersecurity protocols has become more apparent.

“The ITU ranking is a wake-up call for Nigeria to enhance its cybersecurity posture,” said Dr. Amina Ali, an expert in information technology and cybersecurity. “It’s essential for the government and private sector to work together to develop a more resilient digital ecosystem that can withstand emerging threats.”

Additionally, stakeholders are calling for increased investments in cybersecurity infrastructure and training for law enforcement agencies tasked with combating cybercrime. Enhanced collaboration with international partners and organizations can also provide Nigeria with the necessary resources and expertise to bolster its cybersecurity efforts.

In response to the ITU’s findings, the Nigerian government has expressed its commitment to improving its cybersecurity framework. Representatives from the Ministry of Communications and Digital Economy stated that efforts are being made to develop a National Cybersecurity Policy that addresses these concerns and promotes a safe digital environment for all Nigerians.

As cyber threats continue to evolve, Nigeria’s ranking in the ITU’s Global Cybersecurity Index serves as a crucial reminder of the importance of effective cybersecurity strategies. By prioritizing cyber resilience, Nigeria can protect its digital assets, safeguard citizens against cyber threats, and foster an environment conducive to technological innovation and growth.
