The New Commons Challenge 2025: Innovating Responsible AI Through Data Commons

Microsoft, in partnership with the Open Data Policy Lab, Harvard Institutional Data Initiative, UNESCO, and DirectRelief, has launched the New Commons Challenge 2025—an global call for organizations to develop and manage data commons that advance responsible AI development.

This initiative aims to address a critical barrier in AI progress: the scarcity of diverse, high-quality datasets. By fostering collaborative data ecosystems, the challenge seeks innovative solutions that support both humanitarian efforts and localized decision-making in vital sectors.

Key Focus Areas

The challenge emphasizes two primary themes:

  • Disaster Response Enhancement: Building data commons to provide humanitarian agencies with accurate, timely data that improves emergency preparedness, response, and recovery.

  • Localized Decision-Making Support: Developing data ecosystems that enable communities and local actors to make informed decisions in areas like public health, urban development, and environmental conservation.

Benefits of Participating

Two winning proposals will each receive:

  • $100,000 in funding
  • Mentorship and guidance on creating and managing data commons
  • Technical assistance tailored to project needs
  • Access to a global network of experts through the Open Data Policy Lab

Who Can Participate?

The challenge is open to:

  • Nonprofit organizations, academic institutions, startups, and development agencies
  • Entities affiliated with established organizations

Note: Government entities are not eligible. For-profit organizations may apply, subject to review, if their proposals focus on public service in humanitarian or localized decision-making contexts.

How to Apply

The application process involves two stages:

  1. Concept Note Submission (Deadline: June 2, 2025): A brief (up to three pages) outlining the problem, available data, governance approach, and relevance to the challenge themes.
  2. Full Proposal: Invited applicants will submit a detailed plan by July 14, 2025, elaborating on the solution's innovation, feasibility, impact, and team.
